Well he isn't going to be able to strap it down without having to hobble around like Quasimodo.

Does seem to be a bit of a lightweight reason to avoid prison, the detailed reasoning is ignored in the article. I can only imagine it is to spare him the extra attention he might receive in the showers!

Yes, the more I think about, I suppose that as well as the psychological side there is a very real chance of permanent damage down there if it just so happened that he got a whack or two in the crotch.
