Not exactly tossing her out. She lives here and starts work at 5:30, brother starts at 7. There's a bus stop right outside so she grabs a bus right to her work. She's done it for years.

This, it could have been thrown from the pavement when they realised it was worthless however I can never have too many tow ropes and jump leads in my garage.

Could be that someone was planning on stealing your car by towing it out somewhere quiet, before using the leads to get it started (if needs be). They then got spooked by a neighbour or passing car and just ditched the bag and left.
