Sounds like it was just too hard as the engine and PAS failed.

Steering lock will make the wheel rock solid and it won't move at all, not 5 degrees.

If it was moving a tiny bit either way then that's just the play on the rack/wheel before it actually turns the wheels and if you're used to a PAS car and not driven a nonPAS one then you may well think it's locked.

I've driven so many with and without I don't notice.

Do steering locks not come on until the key's removed? Never had a reason to think about it, let alone try it!

Well, you can set it off with some cars with the key in, but not many, normally only with key out.

The key will have to be in the off position though, which I'm sure it wouldn't be if he was merrily driving along
