Stuttering/Hitching in almost every game.

"Samsung Green - HARDRIVE: 2TB" I'd be worried about that personally. Low performance drives can cause issues believe it or not. It isn't always limited to games that constantly load textures.

Failing that I'd try a different monitor, different video cables.

Thats Samsung Green RAM, 8GB, not samsung green hardrive.
 
I dont remember the make, i know its 750W Psu which should be more than enough.

Try to find the make/spec of the PSU. Cheaper PSU's can start to go dodgy. In some respects the actual W rating isn't the main factor, you can have a top bran 400w outperform/outlast a cheapo 750w comfortably.

I've had stuttering issues on a previous build and it drove me mad, so I'm happy to try help you out!

It can cause stuttering on adaptive as your clock rates will switch depending on the framerate required, which when using vsync, can really ruin your fluid experience on quite a few games.

Also to add my Mobo is Gigabyte Z68X-UD3P
and my PSU is 700W Xigmatek
and my Hardrive is 1TB S-ATAIII 6.0Gb/s

I'll give it a look into, i didnt even know that was a feature? I always set it to let the applciation decide on stuff

Some games are butter smooth for me: Borderlands 2, TitanFall, Counter Strike: Source, Mass Effect 3, Dead Space 3...all fine.

Others though, like Elder Scrolls Online, Skyrim and Counter Strike: Global Offensive have this incessant stutter that ruin any possible enjoyment. Particularly when Vsync is enabled and it drops to 59fps or anything lower than 60. That's despite getting FPS in the hundreds without vsync, so why should it drop to 59fps?!

I don't know. Maybe they are just crap ports or poorly coded?

When it does that its dropping heck of a lot lower than 59, it just does it so fast that only 59 registers iirc
 
Have you got any spare hardware you can switch in to your system to rule out components one at a time, to see if this is hardware related or not?

Unfortunatly not, just this stuff.

I have noted that, this stuttering happens very briefly, and i think its just down to certain maps loading things, certain things happening within. It never seems to happen randomly all the time, sometimes it does, just briefly like falls a few frames and skips quickly then brings itself back but its not a slow gradual fps increase it just feels normal after the hicup.

I'll test a few more games.
 
May have come across something that might pinpoint it being the Hard Drive.

Does this mean anything to anyone?

SMART errors are usually a sign of impending failure. I have seen posts online stating that certain SMART errors are ok but I have yet to see a drive showing SMART errors that hasn't caused major usage issues or failed soon after.

I would suggest getting anything you care about backed up elsewhere. Then get seagate's hard disk diagnostic boot cd and run a quick and full scan over that drive - this should confirm issues with the drive. You could also check event viewer and see if Windows is flagging any issues up such as htfs or sata controller errors.

TBH even if seagate's tool shows no issues the SMART issues alone would have me replacing that drive.
 
I too am very sensitive to any slight stutter and hitching in games. I hate it with a passion.

I would say before you go mad buying new parts - it's just the games!

I don't have aliens but I do have skyrim, far cry 3 and hitman, and all 3 can exhibit weird stutters and hitches. You also mention other games don't have any problems, so this backs up the theory.

My personal fixes for the games specifically mentioned are

- far cry 3. Disable hyper threading ( I have your CPU). I've tested extensively and it runs better and with less stutter with it off. SLI can also be its own factor, but for this game it can be run but with v specific settings in the nv control panel. Cant remember off top of my head but with these tweaks I get a perfectly smooth vsync locked game

- hitman. Has an odd micro stutter issue when exclusive full screen is set on or off in the game options. Can't remember which one is which but I think with it off it completely removes the micro stutter but it sometimes drops to 50 fps for no reason. With it on the frame rate is higher and stays locked at 60, but you get these micro stutter/ judders when panning around the camera

- skyrim. I run this modded up and with enb, which has its own issues. I run enboost and have tried loads of hacks but the simple fact is this game is CPU limited in very specific locations and there is nothing you can do for frame rate dips and stutter. I think the vanilla game runs fine for me though, but it's so long since I played it that way.

Lots of stutter / hitching issues are caused by vsync settings, full screen or not settings in game engines and combinations of this. There are usually tweaks you can do to fix it (like ini tweaks for unreal engine based games)
When tiitanfall first came out if I enabled vsync in the game I got terrible hitching. The fix was to disable it in game, but enable it in the nv control panel. Really basic and daft, but it worked! The issue was later resolved in a patch too.

I've noticed no-one has mentioned if you have unparked your cores.

If you go to the task manager, then click on resource manager and have a look in the CPU section. On the right your CPU's will be displayed and if any are greyed out and say 'parked', well your cores parking :P They should all be at 100% when unparked. It's a feature in Windows 7, Windows 8 has cores unparked by default.

It does sound to me like a HDD issue - especially where you've said it happens when entering new areas, i.e. when it will be loading new textures/maps etc.

Good point, I used to always enable V-sync but I remember trying Crysis 2 when the DX11 ultra textures patch came out. With V-sync on it was a stuttery mess on high-end hardware and yet as soon as I turned V-sync off it was smooth as butter.

Naff game though ;)
