A quick Q:

I'm building a new system and the mobo only states it supports DDR4 2133, my question is, does it matter if I stick 2400 RAM in? Basically its an availability issue, no DDR4 2133 16gig kits available..

I'd be careful, DDR4 has more compatibility issues than 3. I've had a few motherboards not like ddr4 ram just because it wasn't on the approved list. Frustrating for you but I'd stick to what's been recommended by your motherboard. Check their website for a more up to date list than what the manual might show.
 
2133mhz is the JDEC standard for DDR4 it will be compltely fine at this speed. Pretty much all are plug and play 2133mhz.
