I'd say this can be done again with a new app. Because one thing 99% of these criminals have is they given in to temptation.

If there appears to be a good solid looking app around they will use it.
There will always be a big percentage who will use it, and if its left 'in the wild' long enough the people using it will start taking over the areas the dealers not using it have. So those dealers will be forced to use it too. I'm thinking this might have happened with this An0m. Drug dealers can't afford not to use it.
