Hi all I have a question

A friend of mine never watches programs as they are being shown on TV but he does use Iplayer etc and that's a catch up program therefore the programs are not being shown on normal TV at the same time.

Does he need a TV licence.

heres the rules from the site it self.

You need to be covered by a valid TV Licence if you watch or record TV as it's being broadcast. This includes the use of devices such as a computer, laptop, mobile phone or DVD/video recorder.

Watching TV on the internet
You need to be covered by a licence if you watch TV online at the same time as it's being broadcast on conventional TV in the UK or the Channel Islands.
Video recorders and digital recorders like Sky+
You need a licence if you record TV as it's broadcast, whether that's on a conventional video recorder or digital box.
Mobile phones
A licence covers you to watch TV as it's broadcast on a mobile phone, whether you're at home or out and about.

Thanks

The tv license website use to be a lot clearer. It's annoying how they changed it. I can;t see any other reason but to confuse people.

Nope.

Even if you don't and watch live TV it takes them MONTHS to even come and see you, let alone get inside your flat/house.

If he has a TV with a means of recieving channels in any way, be it from an aerial, freeview box or sky etc, then he will have to pay for a license. Doesnt matter if he doesnt watch it, if its connected you have to pay. Remove means of receiving the channels (bin the aerial) though and you dont

Not paying £130 or whatever it is just because I own a laptop that is capable of watching live TV.

Stood there and looked at him through the window, poor guy.
