I was thinking the film Escape From New York. I reckon it could work. Fence off Wales and put all the dregs of society in there (sorry Wales, but you have way more landmass than any amount of sheep could fill).

They have their own little society in there, with tribal warfare,etc. It's like Big brother, but not crap.

EDIT: Just reading the news article there and it has brought back my feelings on this case - one of the most disgusting crimes ever. I mean the boy was 11 and walking back from a football session in the park. I hope said 17 year old has a rough time in jail.
