The value food isn't there to directly replace the higher price stuff and be as good. It's there to be a much cheaper alternative, giving you the choice on how much you spend.
You wouldn't but a daewoo matiz and then go on to moan that it turned out to be not as good as a BMW would you.
Valued food > valued item.

its called economic sabotage - the supermarket is big and wants to appeal to target as much of the population as possible in one area - they want to generate revenue from ****** but don't want to slash prices and lose money from the normal customers - simple solution is to have the value range - in some cases they will brand the exact same product in value packaging and sell it for less - normal customers will carry on buying the normal stuf and they can generate revenue from the ******.
Same with say computer hardware - the manufacturer develops a new high end chip or graphics card but also want to target the lower ends of the market - the easiest solution(rather than developing a separate product) is to somehow sabotage/limit the high end product in order to sell it at a lower price as a different product.
