I love instant respawn, nothing more irritating than watching your team lose because you had to wait up to 20 seconds before you can join again.
For jump in and play Insta Spawn is perfect, which is why it's used on the majority of pubs as most people just want to jump in and pwn. For proper team based play you should have 10secs spawn and for clan matches it should be 20secs.
The only map that should be instant respawn is 2Fort imo but yer I'd be interested

Instant respawn = BAD! Its not good for anything apart from CTF maps because it just breaks all the others.
If you dont like dying and waiting 20 seconds to respawn ( which only happens when youre defending on your last cap or something ) then dont die
Lazytown is a pretty poor map imo. Too many long open areas and the last cap is nigh on impossible to cap and not in a good way.

if anyone is running a TF2 server AND using Mani Admin Plugin, then there is a small update released by valve which will fix this issue. You will have to run hldsupdatetool manually apparently, as it is not a necessary update, and is only there should you need it.

A small update for Team Fortress 2 has been released. This is not
required, but please run hldsupdatetool to receive it. The specific
changes include:
- Fixed a possible crash when a server plug-in modifies convars before
gamerules are setup
I've opened a ticket for my server (as I'm new to this stuff and not sure if it's something I can do myself), but have also asked if it's possible to do in the future.
