The AMD Driver Thread

Have you tried latencymon? Does the crackle/pop etc correspond to a spike in system latency? It also lets you know which process caused the spike to narrow down the culprit.

Latencymon shows everything fine with the browser up.
Once I minimise the browser and the audio issue starts LM changes to...

Your system seems to be having difficulty handling real-time audio and other tasks. You may experience drop outs, clicks or
pops due to buffer underruns. One or more ISR routines that belong to a driver running in your system appear to be executing
for too long. One problem may be related to power management, disable CPU throttling settings in Control Panel and BIOS
setup. Check for BIOS updates.

...and points to HDAudBus.sys and Wdf01000.sys, both Microsoft system drivers, as having issues.

But I guess this is a symptom of the card not outputting audio properly at low load, rather than these drivers being the cause.

PCIe is forced to Gen4 in the BIOS.
When first installing the card this was on auto, audio was totally bugged, noticed GPU-Z reporting it flicking to 1.1 and back.
Forcing it to Gen4 fixed that.
Running AMD Ryzen High performance power profile.
PCIe Link state power management is confirmed off.

Now that I know I have enough connectors on the PSU, I'm half thinking to test installing a 2nd older GPU and just swap the cable between each to see/hear the difference.

No idea if you need RM tbh but I do have it installed and up to date, not that I ever really use it.
It's one difference between our setups so might be worth a try? No need to use it to actually mess with settings, so hopefully stable for you.

done a ddu on gpu drivers and reinstalled and cpu info now back on radeon software, dodgy driver install i guess and gpu temps have dropped on idle as well (that might be because its cooler today to be fair)

Seems OK for me, or am I looking in the wrong places? Utilisation, Voltage, Temp and Power.

EDIT: Did you expand "Additional Metrics"?
EDIT: Also, under Tracking have you selected the "eye" icon within the CPU section?

Yes and yes. Used to show all those CPU stats and more but after last few drivers I just get CPU utilisation. I did try DDU with previous driver but it made no difference. Might give it a try again though seen as it worked for Brutal biff

Corsair RM1000X.

Currently hooked up with 'two' cables, though I have the ASUS Prime OC 9070XT with three 8-pin pwr and the third 8-pin is pig tailed off of one of the cables.
Thinking of it I should check how many PCIe connections the PSU has (and if I can find the cables) maybe switch to three cables rather than the 2+1 I'm using now.

Though tbh my issue is definitely at low low load, smashing the card with benchmarks and games has been solid.
Corsair 8 pin cables are rated for 300w so it's fine to use the pigtail. I have a HX1000i and I'm using a single 8 pin cable with the pigtail for my 9070 XT, no issues at all.

1So just ran DDU and the CPU over stats are back.....kinda. Firstly There's only Utilisation, Voltage, Temp and Power, not really a problem, maybe AMD have changed it but there used to be more. Secondly, and here's the problem, it doesn't work! Only Utilisation works, the other 3 stats just show 0 constantly

DDU in safe mode > reinstall latest drivers seems to have fixed the issue with CPU info missing for me.

So fixed one issue and now discovered another. With 25.5.1 drivers my vram doesn't clock down and runs at full speed constantly so my gpu is idling at 70+ watts

900 MHz i believe is the boundary of memory pstate 1. I haven't done the bandwith calculation but I think that might be able to idle lower. Is this at 360 Hz? Am I right in presuming HDR is enabled? Is FreeSync / VRR enabled on the panel and within Adrenalin?

I get the same issue when watching YouTube videos on my 9070XT
YouTube is fine for me, it's just Netflix 4K.

for video stuttering, is this only present for you on chromium browsers? Does it occur on Firefox too?
Netflix doesn't support 4K on Firefox so I'm unable to test it, stutters occur on both the Netflix app and Microsoft Edge using 4K with a 9070 XT.
