Did that hit the stumps?
What are the rules surrounding an event?
Was the offhand batsman run out by nature of him deflecting the ball via the bowler's face onto his stumps?

If the facing batsman plays the ball and it hits the stumps at the far end then the non-striking batsman can only be run out if a member of the fielding team has touched the ball (presuming the non-striker is out of his/her ground). A direct hit would not, therefore, be a run out, even if the non-striker is out the crease.

In must cases like this the bowler deflects it with finger/hand,first time I have seen it done with a face.
 
Indeed knew that, but what about the offhand batsman hitting the ball, what are the rules in relation to that?

It depends - if I recall correctly the non-striker is considered part of the field (like an umpire) and so if the ball hits their bat accidentally then it is just play on. In most circumstances there is a gentleman's agreement that if, for example, a throw from a fielder hits someone running then the batsmen do not take advantage and run further. I have, however, played in a game where the bowler threw the ball and hit a bat during fielding and a further run was taken, followed by much muttering.....

If the non-striking batsman were to deliberately hit the ball and take advantage I think that would be out "obstructing the field".

Edit - in the video above I think the non-striker is simply aiming to regain his ground hence it is accidental (although he was run out !)
