Both in a weird kind of way. If you want to get the latest insiders then you have to use a Microsoft account to sign in (unless you're on a domain).

As above, but if you want something very similar for free then there's NetSpeedMonitor (the author's website is blank now). On Windows 8 or 10 you'll need to install it using compatibility mode as it checks for the Windows version, though it works fine once installed. Turn it on as a toolbar by right-clicking on the taskbar.

Is that Rocketdock you are using? Or something else. I use Rocketdock myself but was a bit concerned it may of caused problems on W10 as it was said not to support W7 x64 but it did.
