They're both almost impossible to sell. They'll be earning huge money, far more than what any club that might take them could afford. Kepa's situation at Chelsea is even more complicated by their transfer strategy of relying on 'profit on player sales' to balance their books in regards to FFP. Kepa is currently worth around £45m on their accounts - every £ they sell him for less than that will be recorded as a loss on this seasons books.I don't watch enough of the lower teams in the league to make that comparison for Kepa but on pure awful value I think they are both pretty close.

I'm not too sure there's a great deal clubs can do regarding the link between fees and wages. It's very difficult to pay a world record fee for a keeper and then argue to him and his agent that he's only worth a £40k per week contract, when the average first team player at Chelsea is earning £100k per week.I understand that part of what attracts a player to a club is the salary and given 2 similar bids, the selling club probably don't care too much where the player goes but I'm surprised how many clubs equate transfer fee to salary. If you are buying on the hope of future stardom then you shouldn't be paying them higher wages right now.
So many players are "stuck" at clubs because no one will pay their wages and ultimately, a lot of players would rather rot in the reserves than take a pay cut.

Wage structures are broadly linked to how successful a club is and when revenues increase, whether that's due to TV deals, European money or commercial deals, players and their agents will demand their cut of it as they'll argue that they create that revenue. As above, clubs can't pay new signings less than the players they're being signed to replace/improve upon (especially when the fee is so high) and when they're unsuccessful, it's very difficult to find a club of a similar level that will be interested in taking them. The vast majority of time the only way is down and those clubs simply cannot afford the wages.

Likewise with Williams. Klopp believes that Henderson + Fab at CB with Thiago, Gini + 1 in midfield is stronger than Williams + Fab at CB with Thiago, Gini & Hendo in midfield. Klopp clearly doesn't rate Williams particularly highly or just doesn't think he's ready yet, to the point that he's only played him when we've had no CB's and been short in midfield, meaning Henderson had to play there.
