In relation to the Cech incident, it wasn't a red card because retrospective punishments can only be given for violent conduct (those watching ITV and heard the commentator state it will also note that was direct from what Brad Friedel told Gabriel Clarke).

Had Bale missed or been offside then a red card and penalty would have been given, as Spurs scored no further action could be given as wasn't VC. It's still a daft rule though as if Bale had missed then he could have been sent off.

Daft rules but that is FIFA for you.
 
I think it worked out well, in the situation at hand. A red for denying a goal scoring opportunity, for a foul before a final touch that scored a goal, would just have been stupidly harsh.

When you consider that Bale was offside and the goal shouldn't have stood, then yeah should have been a red card / penalty :p
