Haha! I seriously have no idea what he could have meant with that. My IT teacher wasn't much better. I've had arguments with IT teachers when they've tried to teach us something IT related that was completely wrong.
I've also had a teacher try to convince me and the class that "define" means when you go against someone's wishes, and "defy" means when you describe the meaning of something.

I'm fairly sure he meant put the keyboard on top of the computer, as in, on top of the case.
My teachers taught us how to code webpages by telling us to design in fireworks then export to dreamweaver, you should see the HTML it creates!

My IT teacher barely knew what HTML stood for.
It makes me rage when people call the computer case the "CPU". Calling it the "Hard Drive" is much worse though.
