Especially when it's on the horizon, when it first rises it looks almost double the size!

Not sure if relevant, but I have noticed the moon during daylight hours around 9AM (more than normal for daylight) throughout this week. I know there is a part of a cycle where the moon is closer to Earth than normal.

That's correct, as we orbit the sun due to our axis tilt the moon becomes visible early in the morning due to our position relative to the moon.
