Sorry mate, I disagree. I have played both games quite substantially and while the Command and Conquer series may seem like that kind of game it really isn't like that in the completive scenario. Download some replays from the link below and you will see what I mean. Very strategic. Rush tactics, micromanagement, hit and run, map control, resource control, build orders.
I am not saying Command and Conquer games are less or more strategic than Rome. All I'm saying is that winning in Generals/Red Alert is quite difficult if you are up against decent players and the "attack by numbers style" won't get you far. The simple premise to the game doesn't make it simple to master.
