What's wrong with dating from within? These athlete surround their life in the sport and probably have limited social life due to their commitment. To date from within their working circle sounds normal and to be punished for it is just... silly?

It's not available on iPlayer anymore, but the documentary that the BBC had on Vicky before the Olympics was really good and explained it all from everybody involved:

The main issue is that she had a very important team built up around her which consisted of her Sports Scientist (now fiancee) and two trainers. While she may be an athlete, they are still running a 'business', those three men were managing her and responsible for getting the best out of her. By dating her, he had broken a very important code of practise, which is no different to any other work environment. The other two now felt let down by their colleague, especially when they had moments where they said Victoria would be cranky and discussed where she needed to improve, but he was obviously then going off with her, so it creates a bad dynamic.
