This presumes you have the image uploaded to a webhost somewhere. I think uploadit.org is freebie one you can use.

its got to bmp, i think it can do trnasparency (if bmp can do it)

size can be no bigger than 172 by 100 according to microsoft, but people have said you can use bigger
