The Queen doesn't need to have a Driving Licence

Why would she want one any way if she needed one to drive?

I once caught the Queen spraying graffiti on a bridge over a canal that said ' Al Fayed smells ' and I couldn't do nothing about it.

I then asked if she was attending the cup final later that year and she said she wasn't. I then said ' Can I have your ticket then ? '

Because they make their own rules that could have any number of reasons behind them and aren't necessarily related to ours.

You can actually travel across much of Europe without a passport and just use an ID card instead.

I don't think Clarkson would invite her, he'd probably tell her off for jumping on the global warming bandwagon and driving a low emissions vehicle! :p

Err.. no, the point of a passport isn't so you can LEAVE your own country, it's so other countries will let you IN! :D

Well I guess it depends on the definition of "above the law", I was using it in the sense that the sovereign is immune to prosecution; so while she could be arrested, she could never to taken to court. It would likely end in an abdication I guess.
