Was looking at the powercolor and sapphire, so would that be the best. And oh they loud or very very quiet
Depends if you buy a blower or a decent aftermarket like PowerColor or Sapphire.
Depends on how they're setup, my Vega in its quiet profile (undervolted) (blower) is as loud as my case fans, personally at the price there's no reason not to go blower unless you want all out performance (at which point you should go Vega 64/r7/Navi ) anyway
I can understand you trying to justify your purchase but for the sake of £30 the only reason to buy a blower is if your cramming it into an sff or putting it on water, or have 8 case fans running at 100% or are hard of hearing
