If you count the whole ones then you must count each section and above as a separate one therefore making 28 in total.

you're counting the layers of each... but forgot the complete of each

ACTUALLY you could count each one, each one and the one above it, those two and the one above them and so on and so on and then the 5 main ones.

But each section is not a seperate pyramid as a pyramid by definition has to end in a point.

They do when you count all the sections above it as part of the same one which I reckon is the idea behind it.
