Mains powered. Does 4 batts @ 1A and 2 batts @ 2A. 200/300/500/700/1000/1500/2000 mAh charging too. Solid charger mate, no question.
I wouldn't bother with one of the Xtar (VC2/VC4) ones that're powered by USB as you need at least a 2.4A wall adapter to go with it, and the cable isn't replaceable. It's got a barrel connector on the end which is an abnormal size compared to the usual ones from Amazon etc.
Batteries: I use either Samsung, Sony or LG. Don't buy anything with 'fire' in the name. I'm using some Samsung 30Q's in my Reuleaux Gen 3 currently.

I've used Fogstar in the past and they're great. They come with a case and he includes an extra set of battery wraps in case they get damaged. Haven't tried their own branded ones yet but I understand they're just Sony/Samsung etc. which're re-wrapped in his fancy skin.
If you're planning on running high wattage, low resistance builds/coils. I'd probably go with either the Samsung 25R, Sony VTC5 or the Sony VTC5A - all quality batteries.
Use this table here (https://www.e-cigarette-forum.com/forum/attachments/img_0535-jpg.682441/) for the max charging rate of each battery. Remember the more a battery heats up during charging, the more it'll degrade.
