If a law exists then of course it's possible. How probable it is requires us to know what has happened the past (agains I said neither of us know that either), so you can't really claim anything.
Rather I made stuff up like you? Rather than saying I don't know.

I never claimed it wasn't the law and haven't made anything up either. I was unaware a new act was passed in 2010 which extended the powers of the water companies in terms of what they could restrict which is quite different to what you've said above.

If a law is not enforced then it's not really a law. Getting off with someone in the street is technically against the law but few people would regard kissing in public as illegal.

Thames Water have already said they will spend not a single penny on prosecuting anyone, the police have got better things to do and as I said earlier the courts can't carry out investigations themselves, only judge on cases brought before them by other people.

In reality, the only way people will actually get fined is if their neighbours take them to court personally, incurring the court costs and legal fees along the way (which I dare say will be more than a grand) so how likely is it that anyone is actually going to get fined? Zero I'd say.

Then there's the burden of proof problem, unless you have some kind of photographic evidence it's one man's word against another's. Even if you have photographic evidence, how do you prove it was filmed during the ban and not before?

You answered it in your own post. Thames Water and Anglian Water are two different things. Oh and Thames water have prosecuted someone before, be it way back in the 90's...

I dont agree with your getting off means its not a law argument, people get let off speeding every day, plenty get points/fines/bans.

I suspect the real approach of the hosepipe ban is to try to get people to limit their usage.
There will always be complete ******* who say "I pay therefore I use", they will typically be the same **** who will regularly break other laws and be the less upstanding members of society.

If they manage to reduce the usage a fair bit we will probably all be ok, until the next water shortage.

I agree, I dont want anglian wasting loads of resources (monetary) on chasing and prosecuting people flouting it, the "better" people in society will do their bit. The **** won't, hopefully more decent people will do their bit to cover up for the ******* who don't care and carry on using loads.

I wonder how many of the "I pay so I will use" have ever had to use a standpipe as water supplies had to be cut off to their homes.

Selfish ******* will be selfish *******, not a lot you can do to stop it, just hope that they get what they are due some other way :)
 
I've just had new turf laid not long ago, so I'm inclined to say "**** it, I'm not letting it die", but have just been filling up about 38 buckets of water each time from the outside tap to get around it.
