It is perfectly acceptable to drive at 40mph in a 60 zone, just ask your local friendly farmer.

The speed limit is not a target, it's an upper limit. The clue is in the name. :)

you're not saying you have to travel at the speed limit if conditions allow.

I literally said you should drive at the maximum safe speed the conditions allow. One of those conditions being the speed limit...

Again, the law says otherwise. It makes allowance for vehicles whose speed is restricted.

Maybe your point has been lost with so many posts going back and forth? Could you summarise your point in a sentence?

I was always taught it's a limit, not a target. But to do 40 in a 60 when it's safe to be doing 60, that's a little annoying ;)

The law states that driving unnecessarily slowly is illegal.
Therefore you should aim to drive at the maximum safe speed allowed by the conditions present so as not to infringe upon the law.
 
99% of other drivers. Lockdown saw the roads turn into a chavs racetrack, with all the tacky cars out making their 'essential' journeys.

Too right! I really can't wait for petrol and diesel vehicles to become the minority - bye bye stupid fart can cars with their stupid chavvy wind deflectors!

Your first sentence is a fact, the second is an opinion you've arrived at based on the previous fact and is not a fact in itself.

If there was a minimum speed limit on the road then it would be sign posted just as maximum speed limits are. There would be no requirement to maintain the minimum limit, just as there's no requirement to maintain the maximum. For example, if the minimum limit was 20 then you could drive at 30 etc.

The issue on 99% of roads is that there is no lower limit, therefore it becomes open to interpretation. Your interpretation isn't shared by everyone (as proven in this thread) therefore you need to rely on some indicators to help you out when you think someone is driving too slowly.

Have you had to drop into a lower gear?
Are you now driving at the next speed limit (e.g. 40 in a 60)?

If the answer is no to the above, then the car in front probably isn't driving too slowly even if they aren't driving within 1mph of the speed limit. They definitely don't need to drive at the maximum safe speed allowed by the conditions because by definition they are a whisker away from driving at an unsafe speed, and a lot of people aren't comfortable or confident with that. That's why it's unusual to see a minimum speed displayed; there are too many variables involved for that to be a definitive number.

Define unnecessarily slowly. That will give you your answer.
 
I know I called myself captain slow Afew posts back but on my commute to Padstow I'm doing maybe 45 to 50 on the 50, 60 on the duel carriageway, had a speed awareness course years back and it sunk in
 
Drive 40 on a straight 60 road in good weather on a driving test and watch yourself fail. Yes it's a limit not a target but it has to be within reason.

She's said she gets a sore dry throat if she doesn't keep talking or singing.
 
I dont like some of my neighbours using all of a small shared garden as a dog toilet. I wouldn't mind if they used a set area so we would know where it was safe for people to sit out.

They even have a collection of stool samples kept on the fence!
