Those are combo points.
Assuming they work the same as rogues because I've never played a druid, basicaly it goes like this.
*example*
attack 1 = opener - awards two combo points
attack 2 = main attack -awards one combo point
attack 3 = finisher - uses all combo points on target, increasing damage with more points
You will then have other abilities, some will use combo points, others wont, some will give points, some will use points.
So, you hit your opening attack and get 2 points, you then use your main attack 3 times to get to the maximum of 5 combo points, then use your finisher to do the maximum damage.
Combo points are target specific, and you can only have them on one target at a time, so you use an opener on target #1, and then use your main attack on target #2, your 2 points on target #1 will be removed.
Finishing moves vary, some do damage, some do damage over time etc etc. You can also use them any time, as long as you have 1+ combo points on a target, but it is highly suggested you use it at 5 points to maximize damage (unless you know you can finish the target with the damage of say 3 combo points)
I would suggsest opening up your skill book and just reading the tool tips with the above in mind, you will get an idea of what buttons you should be pressing to kill stuff.
