I know they sell cheaply made stuff that designers deliberately manufacture from them, given that these designer places are happy to work with them I would have assumed they wouldn't need to go through any underhand buying process to obtain their merchandise.

There was a spate of stories about it, and possible a despatches/panorama a few years ago. While a minority of stuff might be made especially for them it's definitely not the norm, they have buyers all over the world looking for the best deals. It's not that they have particularly underhand processes, just that they can't QC everything that comes into the shops. My ex managed one, so used to have any stories about them highlighted to me.
