Idel at the degree 37 with 4000rpm fan is normal.
As soon as no oc needed and temp not rise too high when playing game is ok.

I had exactly the same problem with the stock fan - it sounded about as loud as a hoover on the other side of a door 
I went with a Zalman 9700 cooler, which on lowest speed keeps my 955 BE just under 60 degrees at load, at 3.4GHz and 1.35 vcore. Prolonged stress testing in summer with the case closed gets hairy, but I really don't do any full on quad-crunching tasks and normal usage temps are fine
You might also like a utility called k10stat, which lets you adjust the voltage frequency of every p-state. Default idle voltage is 1.0, whereas mine will happily tick over at 0.75 and shave 5 degrees off. Made a post about it last year, over this way: http://forums.overclockers.co.uk/showthread.php?t=18124194&highlight=k10stat#5 Also has the benefit of being able to POST at stock speeds, then all adjustments get applied in windows, so you never get a failed boot due to tweaking
