I don’t know the rule on handball in enough detail to know if that’s correct but it would be insane if it is.

It also looks like it hits him around his shirt sleeve so it's debatable. I don't think it rolls down his arm personally.

I’m baffled how anyone doesn’t see that as an obvious penalty but guess the rules are the rules, daft as they may be.
