Why would the ban be extended for something that happened last year (last year he shouldn't have been sent off either)

I have no idea but that is what the BBC article has stated. 3 game ban for the incident against Basel and 1 game extra for the incident last season against Juventus.
 

Read the link, yes. UEFA can extend it but the standard punishment is 1 game.

That isn't what it's saying, that doesn't list the punishments for various different things just the overall situation that a red card will certainly mean banning in the next game, it also before that says the standard Uefa Disciplinary Rules apply and those are

7) participating in a match when suspended or otherwise ineligible to play;

That gives a better idea of various bans. The one from your link is just saying a general rule is if you get sent off you're going to have a minimum one game ban... but depending on what you did it may be more than that.

Markovic is being done under the "assaulted another player" 3 game ban.

The most interesting thing there is f/ suggests diving or otherwise cheating to get the ref to make a wrong decision could be worthy of a 4 match ban... but I've never heard of that being used. It's obviously not used in the case of diving but I don't know exactly what situation that rule can be invoked, nor why diving wouldn't count as intentionally acting to cause the ref to give a wrong decision.
