I don't think anyone can deny that the PL has weakened. It's just no where near as strong as it was 4/5/6 years ago.

Prem is still strong but other leagues have just improved. Smaller clubs are seeing that building teams over a longer period of time are more effective than blowing money they don't have on ex prem "stars"...
