Am I missing something, bottom tier seems packed without an empty seat and the few times they do a longer view and catch the upper tier it looks full too?

Lot's of games don't technically sell out because they either reserve several rows to segregate away fans further from home fans or more likely the executive seats/boxes are bought out or given to sponsors who don't show up to every game.
