Well, they failed to show a single reverse angle on the second penalty decision, its VERY common for players to step between the ref and the other player, grab hold of his shirt, on the ref's blindside then call the ref to see him grabbing your shirt.
The cynic in me wonders if Busquet's is pulling Nesta's shirt and the plan was for Puyol to turn and shove them over but hope the ref gives the penalty, because it looked so deliberate. Without seeing if Busquet's had his shirt or not it's difficult to know how fair it was.
In terms of consistent ref, that isn't very useful, ref's need to be both consistent WITH OTHER REF's, and across the season. 99/100 ref's wouldn't have given the penalty for that, so it was an inconsistent decision, if that ref gives them more often is irrelevant, the goal is similar ref decisions in any game, they all generally ignore one type of foul, they all have to.
