It's absolutely not a requirement for a penalty to be on target, you can get a penalty if a striker for no reason kicks it from the goal line towards his own goal and a player on the edge of his area handballs it.
More importantly, it's a penalty. If you watch the replay it's deliberate. There are two ways that handball happens, player jumps and spins and his arm comes out naturally and accidentally due to spinning, it's natural for an arm to come out though you should hold them in. But what the replay, he extends his arm and leg before he jumps and spins. His arm moving out is a deliberate reaction that he does before he turns his back. There was no reason to extend his arm out but it's intentional and it hit his arm. Owen just saying it's not a penalty because his arm isn't 'up'. But again look at the replay, his arm comes out away from his body, then he jumps and spins, look at where his arm is before he jumps and turns, the arm is a good way out from his body and extended, the spin and jump makes his arm look less high and less extended but he moved his arm out when he was looking at the ball.
I think it's very strange but I see it as a deliberate handball.
I also find it really strange that two games in a row Lukaku has been in form, had two goals and not wanted to take the penalty. Does he just have absolutely no confidence he can score? After Pogba failed to score and people were all saying Lukaku should have taken it it kind of puts more pressure on Rashford as well in that he's thinking Lukaku is on two goals and the form guy on pitch and the last time he didn't take it the guy missed.
Decent power penalty but very close to the keeper, could/should have saved it.
