You'll note of course that neither commentator said never in doubt until after the penalty had been scored, which of course indicates that it in fact was not never in doubt.

Thats exactly how it works. A good penalty is one where the keeper wouldn't save it or would have very little chance of saving it if he goes the right way. You can scuff a penalty horribly and still score because the keeper goes the wrong way. That doesn't make it a good penalty.
