Problem is that to change the rules you would need the countries that hold the veto to agree to it - and they will veto any vote that removes the veto.Yeah was thinking about this.
Somehow they need to give temporary bans to the permanent members if they undertake certain actions.
Finding a way to make it stick without one proxy avoiding it would be tricky. Eg say Belarus saving Russia.
Maybe any permanent member who is engaged in military action outside their accepted borders can have their position suspended by an all members vote. Needs 85% or something to be passed.
IMO its because the Russian missiles are being intercepted, if they go for the hard juicy military targets a good chance one of the modern AA systems take them out.
Ukraine are systematically degrading Russian AA (well everything really) and as such the ability to hit high value Russian military targets improves.
