sounds like he lives in a block of flats where if the firealarm goes off the porter gets some form of warning.
i used to live in a block of flats with the same system, sometimes i would set off the alarm by burning toast or whatever and the porter would ring the intercom to see if everything was alright.
i doubt he can simply disconnect it but switching the battery is probably an option, take a look at the smoke alarm and see if its got any arrows on one side where your suposed to push it? the ones i had you simply applied a small amount of force to one side and it poped out of its socket on the ceiling and dangled down a few inchs so you could get to the underneath and change the back up battery.
there a pain in the ass to get back into place though
the ones in my current place are hardwired to the mains still but seem to recharge the backup battery because every few months it will emit a beep every few minutes but after awhile it goes away on its own
