Underperforming 3090?

Honestly if u play warzone mostly should have went for amd card. I get 220-250 FPS on my 6800xt competitive graphic settings at 1440p.
Think the previous post was correct I have about 40 FPS gain from 3200 to 3600 in ram
 
Did you do a DDU and install a fresh nvidia driver with the 3090 or did you just take old out and new in ?... same setup I have gpu ( A 3090 although a strix) and cpu and at 1440p I am seeing 200 to 220 FPS with ultra and rt on .

The performance of the 3090 can be limited by your CPU for some games so that you see pretty much no performance increase at all no matter how good your PC is. And this is especially true if you are not gaming in 4K. This generation is much more sensitive to resolution in that the higher you go the greater the benefit over the previous generation. So my guess here is that it's either the game or the monitor you are using, or both.
 
As other chaps said you really need to run some yardstick tests which focus on the GPU specifically. Timespy GPU score or port Royale and post those for example so people can understand how you stack up.
 
Do you have gpu-z installed, when you run Timespy, can you see what your total Board Power Draw is, if you click on the sensor number it will tell you what the max is and average is, are your fans on a silent profile?
Are you running your 3090 card at stock as you got it?
The gpu score seems low for a 3090 even at stock
