I believe the only way to get around this is to flash a 6970 BIOS onto the card.
But I have seen people talking about Radeon Bios Editor? Not tried this my self so I am not sure what kind of options that gives.

Can just use MSI Afterburner by changing the .cfg to unlock the limits.
You can also download a program called "RacerX" or something that creates a registry to unlock the limits in CCC, but I prefer Afterburner as it allows voltage tweaking to keep the unlocked card stable.
Make sure to use one or the other, not both as I found it caused instabilties.
