Update to iPhone carrier settings?

Just an update for anyone who is wondering. The update removes an exception in the "disable data roaming" profile for Visual Voice mail.
Basically if you were roaming and received a voice mail the phone would download the voice mail whether data roaming was enabled or not, causing roaming data charges.
 
Not sure If this is related, Im on contract with o2, And I installed the os4, and the new carrier settings a day or two after the Iphone 4 was released, And since then my signal has gone to pot.
I used to be able to sit at my desk at work and have a solid 3g signal, Not any more, Its intermittent at best. I use Iteleport a lot. Which is a VNC program for the phone. used to connect fast and work great on 3g, Now spends most of its time swapping back between 3g and the dot :/
 
Has anyone on O2 been sent a carrier update over the last couple of days?

I'm reluctant to install it because my PAYG 3G is somehow allowing tethering after iOS 4. I reckon the update might disable it.
