Im looking for suggestions for a new motherboard/cpu to upgrade my kids pc, usually we give them the handoffs from our old PCs but itll be a while before I upgrade mine or my wifes PC so looking to get something new that'll be a nice boost for them.
I've got two sticks of 3000mhz RGB id like to still use, and it'll be paired with a Geforce 1650 Super (they only game at 1080p/60)

What CPU would be a good upgrade from the Ryzen 3 1200, last a decent long while but still not break the bank? Im really not clued up on price for performance currently.

Ryzen 5500, not as good as a 5600 but then start from £125. still 6c/12t and won't show any real issues until you hit a GPU like an RTX 3060 vs the 5600.
Looks good and in the right kinda price range, any recommendations for a motherboard to pair with it?
Their entire PC is white so i would love to get a white motherboard but I double ill get any in the cheaper price range im after

Just drop it in the board they already have, newest BIOS should have full 5xxx part support now.

or a 5600X.. can get for £180 new or cheaper 2nd hand...then if you upgrade gpu down the line, you wont be looking at another cpu purchase

They've got an Asrock A320M-DGS AMD A320, I just assumed it wouldnt work (Im so outof the loop lol)
That saves me some money if i can keep using it and just grab a 5500

They've been updating the A320/B350/X370 boards sine around March to support the 5xxx parts, I'd say most of them are supported now with a few that are still waiting. Looks like yours isn't officially supported on the current release BIOS, however ASRock have been adding boards almost every week.

Im not bothered about spending a little more to get them setup with another motherboard

It's a bit of a waste though, when a motherboard will offer you no extra performance at all. If you were going to drop £70-100 on a motherboard, you'd be better off selling the 1650 Super, and spending the extra against an RTX 2060 or similar on the used market, as at least then there would be a significant performance boost for the money spent.

I mean if the 5500 isnt supported in my current motherboard, I dont mind getting another cheap motherboard. Down the line I'll grab them a new GPU

Well as of today there isn't a BIOS for it. So if you prefer not to wait for the release, then you could buy an R5 3600, or as you suggested buy a new board. Is there a hurry, or have you promised something you can't get out of? I know kids, ha. :D

Check beta section a bios is available (Beta 7.03)

1. Update AMD AM4 AGESA Combo V2 PI 1.2.0.7
2. Support Renoir, Vermeer, and Cezanne CPU
3. Remove Bristol Ridge(AMD A-series/Athlon X4 series) CPU support.

*This BIOS doesn't support Bristol Ridge CPU, do NOT update this BIOS if Bristol Ridge CPU is being used.
**It requires to update BIOS to 7.00 before updating this version.
*** User will not able to flash previous BIOS once upgrading to this BIOS version.

If you choose to not do the update I would suggest selling the R3 1200 and mboard for both you should get enough to cover a second hand b450 or b550 (not white)

Yes, the beta is there, and it works fine on the AB350M which is basically the same board, but some people prefer not to use the BETA's, it's important to use the 7.00 bridge BIOS before applying 7.03 as well or it will not work. I'm fine using BETA but won't apply them to other people machines, unless they are happy with potential instability.

Yes I would just drop in the 3600. Both my lads have a 2600 and it still performs admirabley. My eldest has it paired with a 6600xt and a 165hz 1440p monitor and regularly gets above 100fps
