Upgrading to 144Hz. do my fps have to match?

True they are linked but still people think 144fps is the same as 144hz and its not. If you think of hz as fixed and fps is variable it tends to make you understand they are two different quantities. For instance going from a GTX 1060 to a RTX 2080 is not going to improve your "hz" but will improve your "fps".

You cant "hit 144hz" your monitor is 144hz, static, it doesnt change.

the 165hz in this example is the maximum the monitor can do. Where a powerful gfx and cpu may yield 200fps on CSGO. Pairing the two will result in similar effect as having v-sync off - tearing.

however if you run games no more than 165fps then the 165Hz monitor will work a treat. It will offer silky smooth play experience as it can vary the refresh rate in accordance with the graphics cards output.

basically yes FPS and Hz aren’t the same thing as you said. But Hz on those g-sync or free-sync monitors are not static. They are variable.

lastly to answer the OP’s titled question - you do want a monitor with a higher Hz value than your highest FPS in games now or the FPS you are likely to have with the cpu upgrade. I am assuming that the 165+ FPS are CPU limited.

In the context of the explanation and the incorrect "hit 144hz" comment I didnt want to confuse the issue because not all monitors are g-sync or freesync capable. Also to confound it more the 165mhz on some monitors is done via overclocking the monitor manually via the monitor menu. eg PG279Q. Which may confuse even more.

you actually get a better experience if you set the fps to 164fps with a 165hz setting on a gsync monitor. Also 143fps with a 144mhz monitor. Again more confusion best left for another time.
