A photo taken up a person's skirt.

What about bikini's?

Bikinis are not a skirt.

What's that got to do with anything? The law won't specifically state skirts.

What if it was accidental?

If it was accidental there would have been no intent to take the image and later view the image therefore an offence would not have been committed.

You may want to familiarise yourself with the equivalent legislation in Scotland as it covers everything and would be a good basis for the English law to follow:

Here is the exact wording

“67A Voyeurism: additional offences
(1) A person (“A”) commits an offence if A—
(a) without another person (“B”) consenting, and
(b) without any reasonable belief that B consents,
operates equipment beneath B’s clothing with the intention of enabling
A or another person (“C”), for a purpose mentioned in subsection (3),
to observe B’s genitals or buttocks (whether exposed or covered with
underwear) or the underwear covering B’s genitals or buttocks, in
circumstances where the genitals, buttocks or underwear would not
otherwise be visible.
(2) A person (“A”) commits an offence if A—
(a) without another person (“B”) consenting, and
(b) without any reasonable belief that B consents,
records an image beneath B’s clothing of B’s genitals or buttocks
(whether exposed or covered with underwear) or the underwear
covering B’s genitals or buttocks, in circumstances where the genitals,
buttocks or underwear would not otherwise be visible, with the
intention that A or another person (“C”), for a purpose mentioned in
subsection (3), will look at the image.

I suppose when most decency laws were written there wasn't small easily concealed cameras?

So theyr e trying to update them but are blocked by one of the biggest embarrassments in goverbment
 
Never heard of this guy until today, he's getting torn a new one on social media but looking at his past - I don't think cares/there will be no consequences.

Technically speaking he's not really done anything actionable has he? I'd really like to hope that someone within his party would have a stern word though.

Out of interest, you know all those PAP pictures, where photographers take pics outside of nights clubs of z-listers who are drunk in and out of cabs, and in and out of the club themselves.
I assume all that trash would be outlawed by such a law now?

I can't see a downside to this law.

I believe it already is illegal in Scotland and this bill was basically just the same for the rest of England/Wales.

Aye ok, the fact that you had to defend them is bad enough, lets ignore the umpteen times they've shown to be crass, immoral school children in the pay packets of Putin and his cronies.

Yeah very true unfortunately but Dorset keep voting him in. He is the epitome of an aging and nasty Tory politician looking at his past views/blocks/filibustering.
