so when OCUK pay for the delivery service, the delivery service charges vat in their price, so when you pay OCUK for the delivery, vat is charged agian, dont see why mr fat brown should get a slice twice for the same serivce?

No, they just list the price they are given without VAT added on, presumably to make it seem cheaper. You're only paying VAT once afaik.

I ordered some stuff from a competitor the other day but i'm now in the process of RMA'ing it. However i noticed that they calculate the VAT on things after shipping

That's because shipping is just another item on the bill, so as with anything else it is subject to VAT. There's only a few things which are VAT-exempt
