It's happened to me a couple of times in the past, like maybe 3-4 years ago.

Not had this happen for years now, also I wouldn't complaint too much about it as it's there for your protection and once you go through the checks which take a couple a minutes you can purchase whatever you want and use that site and service again without worry of it happening again.

It's only happened while purchasing online, never while in a shop or restaurant.

The funny thing is some sites completely bypass this protection. :p
 
I didn't find out until I tried buying a £6.50 pair of novelty socks for my then girlfriend that got declined

3d secure is there to prevent the consumer from saying, it wasn't me that made that transaction.

A new version is on the way, but at the hassle of migration of millions of websites, it's a way off. Amex has their own mechanism too.

We implemented it on our work's website but left it turned off for now.
