Very strange severe lagging PC issue after a complete new build. Tried everything can't work this one out so asking for help desperately pls

Ok so looking at Event viewer, defintely lots going on here...I've googled the event ID codes and details of the fault, definitely all pointing to the CPU. Event viewer is 100s deep with these errors.

Also, seeing ive not owned Intel CPU since the 8700k, is it normal for the E cores boosting to the same core speed of the P cores when in Cyberpunk? I thought the perf cores would boost to the ceiling with the E cores much much lower closer towards the maximum 4.3ghz E core max.

Take a look at Task Manager with all cores visible and see if one of them is maxxing and if so look at the process that's causing it. You may need to use Process Explorer.

Have you tried disabling the CAM software?
Funnily enough removed it 30 mins ago and tried but still problem. When I go into Event Viewer I'm getting all those errors I just posted in screenshots above right on boot. It's weird as no changes have been made in Bios what so every apart from making sure XMP is enabled.
Something really similar to this happens to me occasionally and I suspect the culprit is either a Windows update, or an update pushed to Chrome and it seems to repeat once every 3 months or so. The trigger for the lag is two things: switching between full screen and windowed mode (e.g. when watching iPlayer), or any page in the browser which includes video, though oddly enough, while Netflix still does it when watching in a windowed mode, YouTube does not.

Obviously I don't know if that's the same issue you're experiencing, but if it is, I'd look at what apps/software you have running that might be switching your card into 3D mode.
I've reinstalled Windows 11 twice on both the SSDs to rule each out as being the cause, it was the same on both.
 
Those Event ID 225 errors: have you tried your mouse and keyboard (and any other peripherals but I assume you're running stripped-down) in different USB ports? Does the Kraken plug into USB?

I hadn't moved USB ports of the peripherals but just tried and still same results unfortunately. The kraken plugs into a motherboard header.

Just out of curiosity what power plan is your system on?

Its now on balanced but have previously tried performance etc.

What i dont understand is the E cores hitting 5400mhz when they should only be hitting 4300mhz max. I'm trying to find some guides (decent guides) for checking bios settings on this MSI Z790 with a 13900k but not having much luck.
 
Could always try loosening the cooler slightly, see if the board is bending/socket not making good contact with the CPU pads. Can sometimes give some really weird symptoms. I had intermittent ram sticks with an over tightened cooler (granted on different socket type)

Then, and it won't be quick, but I'd rebuild the machine outside of the case and reinstall everything, CPU, ram, gpu.

Haa anyone you know got a spare CPU to test it with? That will rule out a CPU issue straight away.
 
Left field and probably irrelevant/already covered but you’re not installing any ‘rgb’ software, eg kraken cam/MSI centre, or similar? If so, try without.

Also done this today, can confirm this hasnt fixed the issue.

No MSI gimmiicky software installed, did have the CAM software installed for the AIO though. Although did mention earlier that I had removed it but the issue still there after a fresh reboot. There's been a lot going on I admit. haha

I've no idea why it would show that under the disk usage, weirdly it doesnt show it under CPU...I've rebooted trying different things, different games more than 20 times I reckon, it's not just specific to CP2077 though, the problem is eveident no matter what I do....But honestly, I've no idea why it showed it as 4 instances in that screenshot. But this ive missed previously, off to investigate.

Can someone still try and explain from the CPU clock speed screenshot I posted, why the E - Cores are boosting to the same speed as the P Cores? Aren't they meant to max out at 4.3ghz with the P Cores maxing out around 5.4ghz at stock? Another odd issue.

I've absolutely exhausted every avenue now. I'm just about to send both CPU and Motherboard as I'm convinced the issue is in either of these, and replace. I've had enough now.
 
ok heres something...I know certain things run multiple instances, but this just looks off to me. Way to many instances of the same thing. The odd thing is, ive reinstalled windows 3 times now across the 2 different M.2 SSD. Maybe a faulty M.2 port I'm using on the mobo?

yes it is. 90% of the day the board has been running at Factory.

Now the question, what causing this?? Gotta be motherboard fault surely...It's happening on both M.2 drives on fresh installs, it can't be both drives faulty, that's to much of a coincidence.

Discord and Chrome will have multiple instances - thats normal.

Discord is based on chromium which has a multi-process model

If it still pushes the same broken updates to Windows/browser that messes it up (assuming that's the cause, in my case, when I believe it is), then it wouldn't matter if you reinstalled.

For the record: Discord is one of the apps that can cause the issues I mentioned.

Chrome yes, Discord only 5 or 6 not 47+....also look at the other screenshots, look at how many Steam.exe is running. I'm on my other PC here, using Steam, Discord etc I have 5 instances of Discord, 1 instance of Steam. Also look at how many Lian Li L-Connect 3.exe is running (16) On my other PC 1 instance. Something is very off here.
