I think the oculus or vive 2nd hand is the way to go
A Vive second hand will probably be as expensive as a rift S because the light houses aren't cheap new.
Strange statement. Why would he have to buy 'new' lighthouses if purchasing a 2nd hand Vive?
Going back 2 years Vives have gone for around £250/300, I was often tempted to buy one for replacement spares. In fact there's one of on the MM right now that the OP was enquiring about for less than £250

Jbuk Provided that vive is in good working order, then that's a good price. Make sure that tracking is working, check the touch pads on the controller, and the cable is in good order. I used one for 3 years without a problem, great device for a first timer.
