Given that she hit a stationary vehicle she is 100% at fault. With regards to claim you still need to inform your insurance company in case she tries to claim but you can use either an accident management company or her insurance to make the claim. If you use your insurance company for the claim itself bear in mind that until they have recovered the costs from the other company you will have excess to pay and will potentially lose NCB
