Website creation, how much should I be aiming to pay?

I know this may be a difficult question to answer, I haven't fully completed my plans yet but am looking to get a website made, however I am unsure as to how much I should be looking to pay. Not had any formal quotes as of yet.

The idea is to have a wesite which will allow the following :

1. Users (sellers) upload lists of products (consisting of a few fields : product code, Desription, Quantity available, Price)
2. Users (buers) can search through product lists they require, and request a quote with the quantity they need.
3. An admin at my end will quote the price to the end user through the site . Buyer and seller are never in direct contact.
4. Users (buyers) can upload lists which they need, same sort of lists that sellers would.

The lists would just be simple CSV sheets, it is just important that it is secure, and should be able to cope with over 50,000 different product lines - total quantities consolidated between different sellers lists.
 
depending on a few factors i'd probably quote you between 600 - 1500

could part 3 not just be automatic?
 
surly you have a set system of working out what someone will pay ? i.e. a set ammount per item but if the orders > 20 there's a % reduction in the cost etc.
 
I'd say anything from 4 - 8k if you wanted it done properly.

Just saw the 50,000 products. You'd also be looking at annual sum for server management and such too.

This will have to be manual , there's too many factors to make this automated.

Thanks for all the input - I had a figure of about £5k in my head, so I wasn't too far off :p

I'll see when I get everything written up what sort of quotes I get :)
